MSN error code 84cc0020 Contact list is unavalible.?

I have looked around but for some reson the error code keeps changing. D:
The error began yesterday when my comeputer had been formatted then fixed up again. I now can not use MSN. I have the latest version. I try clicking more info and none of the links take me anywhere. I have tried other peoples suggestions like deleting contacts. Nothing.
I can't even get to the helpline thingie because it says the site is down or I am not logged in. But I am. D:
Already tried that tori. Tried to talk to microsoft about the problem but says I can't. Right now I am pretty cheesed off. D:

The contacts will then be downloaded from the server the next time that you sign in to Messenger.

Show (unhide) hidden files and folders:
Click Start, and then click My Computer.
In the new window, click the Organize drop-down list, and then select the Folder and Search options check box.
In the Folder options window, click the View tab.
Make sure that the Show hidden files and folders check box is selected.
Click Ok, and then close the window.
Delete the contact store:
Click Start, and then click Computer.
Locate the following folder:
C:\Users\Windows_log-on_name\Contacts\Messenger_e-mail_address
Delete all the files that are in this folder.
Locate and open the following folder:
C:\Users\Windows_log-on_name\Local Settings\Application Data\Microsoft\Windows Live Contacts
